Minutes of Waite Park Community Council Meeting
October 5, 2005

The meeting was called to order by Vice President Don Risk
Finance report: There was a question about a $3000 grant from WPCC to Waite Park Elementary that can't be located. Gary will check with Bev Banks
Guest Speakers
Lori Stromme - Aide to Paul Ostrow
Larry Harris is receiving a Book of Golden Deeds award tonight. Weeds have been removed from median on Central, there will be a celebration this Saturday, and the street is closing between 33rd and 35th so people can see improvements up close, it begins at 10:00 a.m., and will have free food. Office hours with Paul are first Thursday of each month, tomorrow at Audubon coffee from 7:30 - 9:00. (yellow handout with event listing) October 19th - meet Paul and 2nd Precinct commander at Holy Land Deli.
A citizen requests that the sidewalk at Central and Lowery where the fire was be repaired. It probably will not be fixed until new construction is complete due to public safety issues.
The city council is also looking for ways to increase public participation in school building re-purposing meetings.
Waite Park Elementary School Principal
Minneapolis Schools got their shares of the Microsoft settlement money; they plan to use it to update the computers in the schools. Waite Park Elementary received two shares, one for Holland. Northeast Middle School also received a share. Having a meeting to discuss school boundaries was discussed, Waite Park is the community school for Northeast, but is in competition with three magnet elementary schools in the area. She is planning a marketing campaign for Waite Park, and is currently seeking to discover what students live in the area. October 29th is the school fair, they are planning to invite families who have children in other schools. They are making plans to take the Benault test on computer, this fall is the Cault test, which is to prepare for when the MCA is taken on a computer. 375 current students registered, she traced 56 students who went to other schools, only a handful went to other schools in the area, the others had moved out of the area.
Ben Perry, Principal at Northeast Middle School, asked her to say that they are receiving money from Microsoft and also a grant from Graeco ($20,000) to attend a student-teacher conference in Texas.
Reports
Waite Park Park & Rec - Football is going well, soccer going well, fall sports end in November. Planning to have ice rink after the football season ends. RecPlus attendance was good. Seniors took a trip to Lacrosse - took a tour of the old brewery, saw the world's largest six-pack - grain silos decorated to look like beer cans. Toured the empty can warehouse - they make different products for different companies. Went to a sport's bar, Grizzlys. On the way home they didn't have time to stop at LaCrescent so they stopped at a roadside apple stand instead.
Community Education - Lots of students have registered for after-school activities. Adult classes start this week, there will be a foreign policy discussion group at 10:30 on Thursdays, professors from different Universities will stop in to lead the discussion. Band class is full. Jodi, new Americorps person for Northeast Middle School, said hello. She will be the volunteer coordinator.
Waite Park Voice - Eric is stepping down as editor of the Waite Park Voice after the November issue (deadline on November 11th). CP rail will send notification about their Christmas celebration, which should be included in the newsletter.
Block Leader/Crime Update - Shelley's car was broken into in front of the WPCC, twice in the past few months someone has snatched a purse from the car of a parent running in to pick up their child. She is looking for ideas to bring the family back to Central Avenue - perhaps bring a classic car show. There is a proposal to put a Porky's restaurant in by the old gas station on Central by the police station
Shoreham Yard/Central Avenue - Shoreham Yards Report: there is a meeting planned for the tenth of October. There has been a complication with starting the cleanup, neighbors objected to the potentially ugly fence and landscaping. It will be discussed further on the 10th. The water towers have been demolished; very few historic structures remain at the old rail yard. There will be a comment period over the winter for the portion to be cleaned up on Central Avenue, with no discussion of cleanup along University Avenue yet.
CDC - No report given
Community Garden - Cleveland is being closed at the railroad crossing - the process to put in a liner has begun. Saturday the 8th from 12:30 - 2:30 thee will be a membership meeting to discuss: whether to replace the wooden borders. election of officers, potluck. Garden members will need to have their garden winterized by the third weekend of October.
NRP/CPED - CPED printed and distributed a collection listing their housing programs, which was available at the Fall Festival. (Correspondence handout.
Public Education in Northeast - This months meeting will have Vaughn Shephard from Minneapolis Public Schools there to discuss. 30 - 40 people are attending each meeting, including principals from each Northeast school, and Diane Loeffler occasionally. October 25th from 6:30 - 8:30 is the next meeting
St. Anthony Parkway: No information on St. Anthony Parkway committee, it appears they haven't met yet.

Old Business
Fall Festival
Northeast Band, Lori and Brad, String Quartet, and Alli and the Time all played for free. Jill Davis organized games, Rita designed the flyer and asked neighborhood businesses for donations, she also made magnets. Some donations arrived too late for the silent auction, and she is looking for ideas to raise money with them. May need better effort to contact park users about next years Fall Festival. Income so far - $1700 or so - expenses are still being tallied. Shelley did mailing for the silent auction, Don cooked the hot dogs and made cotton candy. Nick set up the database for the silent auction.
Habitat for Humanity
The houses are built, and the tour went well. They aren't sure if the houses are inhabited yet. A citizen complains that the sidewalks weren't available while the houses were being built, and that an illegal truck was parked on 35th and Stinson.
New Business
Waite Park Business Directory
Shelley is gathering information to put out business directory in 2006.
Walt Dziedzic, Park Board:
He was in budget discussions at the park board meeting. His priorities are youth sports, environment, and policing. $200 is budgeted for Halloween expenses for each park building. He requests that neighborhoods and people contribute more money for parks for Halloween. The Park Planning Board has been busy with DeLaSalle and other parkway plans, and haven't put out a plan for St. Anthony Parkway yet.
NRP Policy Board Delegate and Alternate Election:
Gary Arntsen is selected delegate, Nick Heille is selected as alternate to represent Waite Park Neighborhood.
Other
Motion to allocate $100 from WPCC funds for Halloween party at the park (in addition to anything previously budgeted) it passes unanimously.
